Bush signed the paperwork. Obama signed the sweep. Trump inherited the exit plan and left. Biden inherited it and left. Bessent has it now — the sixth Treasury Secretary, and counting, with Fannie Mae and Freddie Mac sitting on his balance sheet in conservatorship. I have watched every version of this story play out. The exit has been six months away for seventeen years. Here is the record, in the receipts. On September 7, 2008, Treasury Secretary Hank Paulson placed Fannie Mae and Freddie Mac into FHFA conservatorship, with an initial Treasury commitment of $187.5 billion. On August 17, 2012, Treasury and FHFA amended the Preferred Stock Purchase Agreements — the "net worth sweep" — so the GSEs began remitting their entire quarterly profit to Treasury after a small buffer. Not a dividend. A sweep. Roughly three hundred and one billion dollars in cash has moved from Fannie and Freddie into the U.S. Treasury since the crisis. Shareholders got nothing. The Treasury got everything. Four administrations later, the position is public and unresolved. As of Q1 2026, combined net worth sits at $179 billion. The FHFA's own 2020 capital framework requires $187 billion for Fannie and $141 billion for Freddie — three hundred and twenty-eight billion in required capital against one hundred and seventy-nine actually held. The GSEs are short by roughly one hundred and fifty billion dollars on their own regulator's math, and the current exit talk is being drafted around that hole. Bessent has told the housing press that release "hinges on mortgage rates." HUD Secretary Scott Turner said he would "quarterback" the process. Reports have the administration planning a secondary offering by year-end.
The exit is always six months away, and it has been six months away for seventeen years. Four administrations. One posture.
Here is what the pattern actually says. Every one of these administrations had a moment where the exit was live. Obama's second term produced Johnson-Crapo, the 2014 Senate housing-finance reform bill that cleared committee 13-9 and never got a floor vote. Trump's first term produced a September 2019 Treasury plan with FHFA Director Mark Calabria drafting the release framework; it stalled by the transition. Biden appointed Sandra Thompson to FHFA and put the exit back on the shelf. Bessent inherits three failed cycles and one talking point about mortgage rates. That is not a policy. That is a posture. And the mortgage-rate excuse is doing double work. Yes, guarantee fees would move the thirty-year rate; the GSEs' implicit federal backing is worth roughly forty to sixty basis points to the mortgage market, and stripping it is not a trivial mechanical exercise. Fair enough as a technical concern. But every administration hits a rate cycle that makes exit "risky," and every administration then puts it back on the shelf. Seventeen years of that. What The Next Six Months Actually Tell YouThree markers to watch, in order. First, an FHFA release-framework rulemaking — the kind of technical proposed rule that would set the capital buffer, the guarantee-fee methodology, and the treatment of Treasury's senior preferred. Without a Federal Register notice with an actual comment period, "secondary offering by year-end" is talk. If Turner's process lands with a proposed rule attached, the exit is real. If it lands with press releases only, this is the fourth pretend cycle in a row, and the fourth run of the same talking points. Second, watch the Treasury Preferred Stock Purchase Agreements. In September 2019 and again in January 2021, Treasury and FHFA amended the PSPAs to let the GSEs retain earnings toward the capital buffer. Another amendment — canceling or converting Treasury's liquidation preference — is the actual mechanical prerequisite to any release. Without it, no offering clears at any price. Third, watch MBS spreads through the fall. If they widen ahead of a rulemaking window, the market is pricing exit risk in real time. If they hold at the current range, the market has already decided this cycle ends the way the last three did.
What to watch: Any FHFA rulemaking notice with a real comment period this fall. Any PSPA amendment. And MBS spreads (MBB). The exit is either a rulemaking or another press cycle. Seventeen years of the second, so far. Seventeen years, four administrations, one conservatorship — and the exit is always six months out.
