It signalled a sea-change in British policy with crucial implications for Brexit. I've been fond of saying that Brexit only changes who makes our laws, not what those laws will be. Well, we now know whether the UK really will diverge from the EU, and whether Brexit really will mean a change, not just in who governs us, but how we are governed too.
