On their way out the door, the Biden administration released new rules governing the sale of AI chips.
It really tells you how Washington is looking at the development of AI around the world.
One thing you have to understand is a lot of the things happening with the Biden administration are actually happening in concert with the Trump administration.
For example, both national security teams are meeting daily, sharing information.
The Biden administration is really working to get the Trump administration up to speed, and by Trump’s own admission it’s been very, very good working together.
Thank goodness our adversaries won’t exploit a weakness or lack of communication between these administrations.
They are working to hand off the baton in a way that keeps America safe.
One thing I want to say is that these new Biden rules, we have to imagine have been talked about in meetings between both national security teams.
So that’s number one.
Number two, putting these rules out there gives the Trump administration automatic leverage when they come in.
Let me give you an example of what I mean.
The Biden administration came out Monday saying they’re going to really tighten their AI ban…
Basically, reduce which countries Nvidia and other chipmakers can sell AI chips to.
And they’re looking at it like a tiered system.
The top tier are our allies – England, Germany, France, etc.
They can get as many chips as they can handle.
They’re trying to create a Western alliance where AI has become even more valuable than weapons.
What the Biden administration wants to do is sell them only to our allies.
But then there is a second tier. Countries like Saudi Arabia. They get access to a restricted amount. Say 1,000 AI chips a month, or whatever it is.
So that second tier are not really solid allies – they’re right in the middle…
We do business with them, we agree with them on a lot of things and we disagree with them on a lot of things.
They’re not like treaty allies – not part of NATO.
And finally, there are countries on a restricted list – Iran, China, certainly North Korea, Russia, etc.
So the Biden administration is going to our allies and saying, look, you guys stay with us. We will give you access to the best chips on the planet, which is really the key to the future.
They’re saying to the middle countries like Saudi Arabia, look, you had better come along with us. If you want to get moved from, say, 10,000 Nvidia chips a year to getting as many as you want you’ve got to do what we say.
In Saudi Arabia’s case, make a peace deal with Israel, for example.
And then of course everybody in the bottom tier wants to make it to the middle tier. Everybody in the middle tier wants to make it to the top tier.
So you can see how this is really starting to play out in terms of national security – access to these AI chips.
That’s how important they are.
We’ve talked about this quite a bit here.
Make no mistake about it – the person or country that masters the use, application and integration of these AI chips through most of their society, is going to be dominant in the next hundred years.
I mean, it just gives you a giant leap into the future.
So I thought it was interesting that you don’t have Trump’s administration, the transition team, coming out to say anything bad about this.
That implies they understand and agree with it.
Because Lord knows Trump has come out and said certain bad things about other things Biden’s done during this post-election transition.
So it implies the Trump administration sitting in the same room with the Biden team – the Biden team telling them what they’re going to do and Trump saying, “sure.”
This is great – it gives him a stronger hand to play when he comes into office on January 20th.
So I thought that was worth pointing out as “the great game” keeps getting played out.
Now, in the past two years, AI chips have become such a powerful part of the global power competition between the U.S. and the West, and China and Russia.
It’s fascinating how much the world has changed in the past couple years.
